Erosion & Sediment Control/Storm Water Management
Overview
The Erosion & Sediment Control and Stormwater Management Program addresses the impact of development on surface water and runoff within the City of Buena Vista.
Under the authority of the Virginia Erosion and Stormwater Management Act, the City administers both:
- Erosion & Sediment Control (ESC) regulations
- Stormwater Management (SWM) requirements
These programs work together to reduce soil erosion and prevent pollutants from entering local waterways.
- ESC regulations apply primarily during the construction phase of a project
- SWM regulations apply to permanent systems designed to manage runoff after construction is complete
Do I need an Erosion & Sediment Control Plan?
Yes- Most construction projects that disturb land require approval from the City before work begins.
You will typically need either:
- An Erosion & Sediment Control (ESC) Plan
Or
- An Agreement in Lieu (AIL) of a Plan
An ESC Plan or AIL is required for:
- Construction of new buildings
- Most land-disturbing activities
- Site development projects
