Community Resource Program
The Community Resource Program serves as a proactive bridge between the Buena Vista Police Department and the community, delivering practical safety education, targeted crime prevention strategies, and meaningful outreach initiatives. Through partnerships with residents, local businesses, schools, and civic organizations, the program works to strengthen communication, build trust, and address community concerns before they escalate. By promoting awareness, sharing valuable resources, and encouraging active participation, the program helps foster a well-informed, engaged, and resilient community where safety is a shared responsibility.
Our Mission
The Buena Vista Police Department’s Community Resource Program is committed to strengthening public safety through proactive education, collaborative partnerships, and community engagement. By equipping residents, businesses, and organizations with the knowledge and resources needed to prevent crime and address emerging concerns, the program fosters trust, promotes shared responsibility, and supports a safer, more informed, and connected Buena Vista community.
What We Do
Programs & initiatives
Community Safety Council
A collaborative group that brings together community members, stakeholders, and public safety partners to identify concerns, promote solutions, and strengthen communication between residents and law enforcement.
TRIAD
A partnership between law enforcement, senior citizens, and community organizations focused on reducing crime targeting older adults and improving quality of life through education and engagement initiatives.
Business Watch Program
A cooperative partnership between the police department and local businesses focused on crime prevention, information sharing, fraud awareness, and coordinated safety strategies.
Presentations & Training Programs
The Community Resource Officer offers educational presentations and safety trainings for businesses, civic groups, schools, and organizations. Topics include scam and fraud awareness, situational awareness, personal safety, digital safety, and specialized programs such as ALERRT Civilian Response to Active Threat (CRASE) and other law enforcement safety trainings.
CPTED Security Site Assessments
Provides site assessments based on Crime Prevention Through Environmental Design (CPTED) principles to help businesses and residents improve physical security, enhance visibility, and reduce vulnerability.
SafeWatch
A voluntary program that allows residents and businesses to register privately owned security cameras. Registration helps investigators identify potential video evidence more quickly while respecting privacy and ownership of footage.
Corporal Josh Guttmann
Community Resource Officer, Certified Crime Prevention Specialist
Corporal Guttmann serves as the Community Resource Officer for the Buena Vista Police Department, leading crime prevention initiatives, safety councils, and community outreach programs. His work focuses on proactive engagement, strengthening partnerships, and equipping residents, businesses, and organizations with practical tools to enhance safety and prevent crime.
